I believe there is a bug in WFBv6v169.ab such that the Rune of Stone
under Runic Armour for Dwarfs cannot be chosen multiple times (2x). It
used to be able. Has that rule changed?

The Rune of Stone may only be taken by a character once, as per the army book.
It's been that way since 5th edition. It didn't change in 6th. It is an
exception to the rule where most non-master runes can be taken up to 3 times,
as is the rune of battle, which can also only be taken once on a given banner.

Hello,
What I think you're thinking of is that the Rune
of Stone is an exception to the normal Rule of Pride,
thus you can use a single Rune of Stone on any
character's armor. But, Steve is correct. It is not
allowed to use it multiple times on one character's
armor.
