M&M 3rd ed. Bug? - Device Toughness added twice?

Hi All,

I was playing around with the builder and discovered what may be a bug with Devices and Force Fields.

The character in question has a small (rank 4) personal force field and a Device that adds another 8 ranks (ie they Stack together) to his force field when activated.

However, Hero Lab seems to be adding the Device ranks in twice when calculating the total Toughness bonus.

Is this a known issue or am I doing something incorrect?

Nowhere near an editor, but I remember that in 2E, you only applied the Stacks With to one power. Applying it to both caused a double bonus.
