Is the bestiary for Pathfinder in Hero Lab just for making monsters or is there a way to view each monsters detail through Hero Lab and alter them as the situation needs? For example if you have more players than you thought so you bump all you monsters up 1 CR or something like that.
 
In a word, yes.

It gives access to all the monsters as races and feats and such but also allows access to import the stock files to make your job as a GM even easier.

To elaborate on your example: You would import 3 goblin warriors for the encounter. You have more players than the encounter is designed for and you want to up the ante so you can quickly copy one of the warriors and/or beef up one or all of them on the fly very easily to make the encounter more of a challenge for the PCs.
 
Once you pick up all three Bestiaries you can also install the "Community Bestiary" which helps if you are running any of the Paizo Adventure Paths or Modules. This includes any of the custom monsters that show up in the APs or modules. It also has all the encounters pre-built so you can just import the encounter and run it through the Tactical Counsel.

For your players we have the "Community Player Pack" that then has spells, archetypes, feats, traits, and magic items for the Adventure Paths and Modules. It will also soon support PFS play also.
