Background Requirements for Traits?

I was toying around with the Backgrounds from Ultimate combat, and it seems to limit the trait options by a lot. Even some traits I would have access to through my Race.
For example, I have access to Fiendish Sniper from Dirty Tactics Toolbox just for being a Tiefling, but the message of "You do not have the background for this trait" was still showing up.

Is this normal?
 
Most backgrounds end with "you gain access to the X trait". But Ultimate Campaign doesn't define what "access" means, so we have two options for how to make use of that - "Traits & Drawbacks require a Background" means a strict reading - that you can't take a trait or drawback without one of your backgrounds making it available, or "Unrestricted Traits & Drawbacks", where the ones your background gave access to will be starred as suggestions, but you can still pick whatever traits you want.
 
If you enable backgrounds but sill want unrestricted traits you need to click on the traits don't require backgrounds option.
