Automatic Languages

So, I have this idea, that I'm not sure if I can implement. I searched the boards from something similar and didn't find anything relative to this. I want humans to have "any human language" as a choice for their automatic languages. There are about 16 languages in my campaign that are designated as "human languages". I read a small bit about Forgotten Realms regions, but they only add the languages as additional allowed languages (but I don't think it mean automatic languages). Is there a way I can assign a language as an automatic language, such as a tag? Essentially, I want there to be a list of human languages that I can choose from to create the automatic language for a human (regions determine what language, with those regions not along major trade routes, and thus exposed to Common). Thanks is advance.
 
Re-make the human race so that it doesn't offer common as a bootstrap, then add a script to it that increases the count of language slots the character gains from INT by +1 - then the user can select the language they've chosen.
