Actually that is not true. In both cases the new Book gets check marked. If HL finds an official package/book that was neither ON/OFF it turns it on for the character. This was done because people buy the data package, open their existing character, and would email support to say they payed money and can't get access to it.
Maybe in some cases this does not work but that is how its meant to work actually. I know as I have asked LW how to turn this feature OFF as its very annoying for me and my players.

Really? I've noticed the exact opposite...
If you save a character while a data file exists but you do not own it, that character will be recorded as not using that book.
With the exception of optional rules like those in Ultimate Combat, we set up the sources on purchasable content so that they default to checked. Therefore, when you create a new character, that new character will have that new book checked by default. The same will happen if you open an older character you haven't saved since we published that source.
On those characters you did save while the source existed but you did not own it, you will need to manually turn on that option.

Thanks Mathias. That makes sense actually. I knew I had seen sources activate on their own. I setup template .por files that set the correct sources for my players on new campaigns.
I would open them later and all these additional books would be checked. I do wish their was a global setting in HL not the games that would lets us control how sources turn on/off.
