Anthropomorphic Animal spell adjustment

Any ideas on how to make it? I don't see it in the list of spell adjustments and I'm not sure how I'd do it.
 
I'm thinking Beast Shape might be a good template for a custom spell adjusment. If I get one done I'll post it here.
