I want to show all the cards where the oldest edition is Starter 1999. Can
that be done?

You can't do exactly this; however, if you disable "Merge duplicate cards"
and filter for all cards with the edition of "Starter 1999" with the
"Include all equivalents" checkbox ticked on the Filter form, you'll see
all cards that were in the Starter 1999 release, and all the cards that are
equivalent to them (such as their new MRPs).
