Adding skills?

I've run into a problem with findish lore.
In essence it says I should get an additional lore skill.

But regardless where I look I dont see any option to add one?

What am I missing here?
 
I've been having this problem for some time. I had three lore skills. I tried removing them, and now I can't add them back either.
 
Having the same problem. My character has a Noble background and its saying I need to create a Lore skill.

I'm on the skills tab. There's no plus symbol in the upper right (or anywhere else) for me to add a new skill to satisfy the Noble background requirement.

Anyone know what I am doing wrong?
