Adding a Tool proficiency to a class adds Gear Value?

Hi,

I probably missed something, but when you add Tool proficiency to a class like Bard or Monk, the Gear Value is increased by the cost of the corresponding tool.
But proficiency is simply just the ability to use the tool the best possible way, it shouldn't IMO grant the tool itself.
Additionally, the Gear tab as such doesn't list the tool added this way at all.
