Ok, so, I've been adding new packages here and updating the Pathfinder file and even Reactivating my license.

So, when I do all that, can I use a saved portfolio with the new data or do I have to recreate the entire character from scratch to get the new packages?

If I can use the old ones, how do I go about getting the new data to show up under the old saved character(s)?
 
You can activate the new packages in existing portfolios using Configure Hero (CTRL-K or the Character Menu) and checking the boxes for the new packages.
