Add Tags to Domain Dialog

Given the following scenario:

- I am entering data. I click on a tag snippet, say "Character Role". The tag I want isn't there, so I want to add a tag to that domain. The only thing in the box is the list of current values in the Character Role domain.

- I click the plus sign to add a tag to that domain.

- Now I am confronted with the entire list of tag domains and I have to find the one I want (Character Role) and then click it, and then add the tag.


It would be nice if I'm coming from a specific tag domain to add a tag, the "add tags" dialog opened right on the tag domain that I'm coming from (and want to add a tag to).

So in this case, it would be nice if when I clicked the plus sign to add a tag to Character Role, the "add tags" dialog opened right to Character Role.
 
I could see a split UI here:

If the related snippet is restricted to a single domain, just pop up a text entry box for typing in the new tag.

If the related snippet is not restricted, pop up the full Add Tag dialog with a reasonable default selected. (The domain of the currently selected item in the Available Tags area.)
