A few questions about the latest build

I'm an ork player. I'm currently trying out varient rules with
Titans, so I'm having to use the VDR rules. In the work on this, I
came up with a few quandries.

1. Why can't I buy Trukks without paying for Trukk boyz? A trukk is
seperatly listed in the codex, so it should be purchasable.

2. If I buy a VDR vehicle for an elite unit (like Tankbustas) why
can't I put Extra armor on it?
