the 1000 sons are slow and purposeful. the initiative listed for the thousand sons, in both troop choice or for the thousand sons terminators as an elite choice; is 4. slow and purposeful makes it a 1. both the troop 1000 sons and the 1000 sons terminators are slow and purposeful. the initiative should be 1, not 4.
 
You may want to post this on www.ab40k.org instead of here (the official site for the data files) but I don't think its actually a bug. There is a new listing for the Slow and Purposeful rule in the 4th edition rule book that overrides anything printed before its release.
 
Shi_Vral is correct. The Slow and Purposeful Universal Special Rule does not change their Initiative and therefore the files are correct as well.
