Seperate but Magical Double Weapons

Real quick -- is it possible to make a magical double weapon such that either end has different powers? There's a checkbox for "same powers", but unchecking that doesn't seem to allow a customizable second side.
 
Unfortunately, this is not currently possible. It is on the to-do list, but at a fairly low priority.
 
I run into this problem when I was trying to create a version of the Staff of Parlathan from Dragon Age II
 
Wouldnt this be against the Paizo rules? I know in D&D double weapons were considered two distinct weapons, but from all I can find in Pathfinder it appears to be a double weapon is a single entity.

"Creating magic double-headed weapons is treated as
creating two weapons when determining cost, time, and
special abilities." Core Rule Book pg. 551

How I read this is each "head" of a double weapon is treated as a seperate weapon and thus I would believe you could have different special abilties on each head of a double weapon. Of course I could be wrong, would not be the first time. :-)
