So when I look at HLO Core Game packages (Starfinder & Pathfinder Second Ed) I see them listed at $25

But when I go to actually purchase them, they suddenly go up to $35!

Not an employee, but I think that the $35 cost is Hero Lab Online plus one system. $25 is if you already own HLO, and are just adding the system.

Exactly right. If you buy a game system or data package as an add-on, you're adding it on to your Hero Lab Online license which came with one game system.

So if you want to purchase a Hero Lab Online license and choose the Starfinder system to start with, that'd cost $35. Want to then add PF2? That'll be a $25 add-on.

But if you wanted to purchase a Hero Lab Online license and chose PF2 to start with, that'd cost $35, and then adding Starfinder would be a $25 add-on.
