Relatedly, is there a reason that topics have to be in the World Almanac in order to select them as Containers? That was my experience this morning anyway; I had to move stuff from Story to World.

Topics should be able to be containers regardless of their location in story/world. The Select Container window has a series of tabs along the left side, so be sure you're looking at the correct tab. But if items aren't appearing on the expected tab, that would be a bug and should be reported.

I just tested this out myself and it appears to be working correctly. Possibly the confusion is arising because the tab that is selected when the window appears remembers the last created container. If the last container you created was in the world, it will preselect world.
