Since I had 2 laptops stolen, I was thinking of putting HL on a USB drive. Can you do it and how?

Not an employee, but pretty sure the answer to that is no. The authentication system is based off of the computer you have Hero Lab installed on.

I dont think you can make it portable, which is what i think you are going for here.

I know its a little late and you probably have your answer already but i emailed support this exact same question and the respose i got was pretty much that when herolab is run the liscense checks whats running it (aka specific windows or mac install) as opposed to where its being run from (aka the thumb drive). so you could install it on the thumb drive but it would only be the full system on the 2 computers that you enter the liscenses in. At least thats the way I understood it, if I'm wrong feel free to correct me. hope this helps.
