If you don't play with these rules, then the files don't have much meaning and you have no reason to include them in your army. Most people like to play friendly games and use a few "unofficial" rules just for run. Such as Imperial Super Heavy tanks. They are not official rules, but people let their buds play. Although you won't see any of these armies in a tourney. Basically, they thought they'd let players knock this list about a bit, come up with suggestions and commentary, then publish an official one based on feedback. So for example in the Necromunda files, the Free Knife causes a Red ! because it conflicts with itself and thus removes itself from the selection list. If you delete the Free Knife from a gangers items, the red ! disappears and the Free Knife appears back in the selection list Did I explain that well enough?
