Wont recognize battleforged list

I created a tau 1500 point list that consisted of 2HQs/4Troops/3Elites/1FastAtk/and 1Heavysup. It said i had toomany hq's in thelist but according to the 7th edition rule book it is battleforged. any ideads on how to fix this or am i missing somthing?
