Why no Race builder?

The SWDEE contains a race builder, much like the PF Advanced Race Guide, but that option is not available. Why? It is a n official part of a core rulebook, any idea why it was left out?
 
I'm not really sure how you would implement something like that directly in Hero Lab, necessarily, but it is kind of in there in the Editor when you look at the Racial Properties (or was it Racial Abilities, I can't check right now) tab. There is a setting for the cost so you can set things up and then figure it out based on those. Since the flexibility in those is really left up to the imagination I'm not sure it would be that easy to directly implement it other than in the Editor.
