It shows up just fine for me. Be sure you have the material "Pathfinder Campaign Setting: Inner Sea Magic" and that it is activated in the hero portfolio.
Check either under "CTRL+K" or in the menu up top "Character->Configure hero"
Also be sure to reactivate your license after buying the needed book

If you search for tattooed sorcerer on d20pfsrd you will find a "copyright 15" notice at the very bottom of the page. That tells you which book this "Thing" is from.
