Where are Armor/Weapon runes?

I recall finding them under a special Treasure section (I think) and now I cannot find Armor/Weapon runes anywhere (even if I hide nothing). I'm probably not looking for the right thing.
 
You purchase them directly on the weapon in question. Edit the weapon and go to the runes section.
 
Runestones are in Gear>Special Items>Consumables
As mototom said, open the weapon itself to add a rune directly.
