When to use #skillinnate

I'm not sure when exactly to use #skillinnate instead of #skillbonus.

I was thinking #skillinnate would be used for races when they get "+8 racial bonus to x checks" and such but then I've seen creatures with both #skillinnate and #skillbonus so I wasn't sure what should be used when.

#skillinnate spends skill points whereas #skillbonus is freebies.

So if it says they get a racial bonus, that would be #skillbonus. The monsters you see with both are using #skillinnate to spend the skill points they get from their HD.
