Weapon of Legacy ability allowance

Ok what I am trying to do is setup the abilities and penalties within HL's editor for Legacy items I am building. Now I have got the powers and spells added and made a few abilities that arn't available to me thus far, but what I am wondering is if I instate class level checks for when said -/+ come into effect where would this be best approached?

I assume eval scripts and certain timings but most of the abilities are bootstrap and I assume I could add the total level count script in there, but how should I setup the bootstraps to this script if its the way to go? Why I decided to go this far is beyond even me. :p
