Waterborne vehicles proficiency

It's in the list of tools in the editor but you can't select it as a proficiency within HL itself.

You can on the new Proficiency tab I added. :)

But yeah I did notice that its setup as a Helper.Helper meaning I "think" its meant to be a group. But I think the Sailor background actually adds it if you select that background.

I guess the question comes down to is it meant to be a 'Group' header tool Thing or something real to select. Is specific "vehicles' listed in the books?
 
There is a section on "Mounts and Vehicles" in the Player's Handbook (PHB 155-157). There is a table on PHB 157 for waterborne vehicles.

The rule for Vehicle Proficiency reads: "Vehicle Proficiency. If you have proficiency with a certain kind of vehicle (land or water), you can add your proficiency bonus to any check you make to control that kind of vehicle in difficult circumstances."

The PHB doesn't require proficiency with a certain class of waterborne vehicle. If you are proficient with a warship, you are proficient with a warship, though I assume many DMs home-rule differently on this.
 
How do I create tools in the editor? I don't see a tab for this. They are not under skill, even though that's the tab they appear under in HL.

Yep. That's exactly how it should work. Though, I just created a number of tool proficiencies to support homebrew rules for different classes of ships. But yes, the standard behavior should be as you describe.
