How do I indicate a character's skill with waterborne vehicles in HL?

Yep. I remember seeing "Vehicle, Water" in the list of Tools...Are those considered Tools? If so, add a tool proficiency for them I guess.
You can on the new Proficiency tab I added.It's in the list of tools in the editor but you can't select it as a proficiency within HL itself.
The rule seems to state you are proficient with Land or Water vehicles. So in example if I have "Vehicle, Water" then you should have proficiency with a canoe a war galleon or a standard sailing yacht.There is a section on "Mounts and Vehicles" in the Player's Handbook (PHB 155-157). There is a table on PHB 157 for waterborne vehicles.
The rule for Vehicle Proficiency reads: "Vehicle Proficiency. If you have proficiency with a certain kind of vehicle (land or water), you can add your proficiency bonus to any check you make to control that kind of vehicle in difficult circumstances."
The PHB doesn't require proficiency with a certain class of waterborne vehicle. If you are proficient with a warship, you are proficient with a warship, though I assume many DMs home-rule differently on this.

Meaning that the Vehicle tools in HL should not have the "Helper.Helper" tag actually. A player should be able to simply pick "Vehicle, Water" and be done.
