Warhammer 40K 3rd ed and 4th ed ???

I hope this is the right place. I play 3rd, 4th, and 5th edition 40K depending on what army and who I play with. Here is my concerns. After one of the most recent updates I can no longer access 4th edition with the new army builder. Is there a way to fix this?? My second question is there any way to port 3rd edition files to the new version of AB??
