When creating a custom wand, the price seems to be twice what I would expect. Adding a Cantrip like Acid Splash at CL1, HLO is calculating the price at 750GP. I would expect it to be 375GP according to the rules. Hero Lab Classic also thinks it should be 375. Am I doing something wrong, or is this a bug?

Report it as a bug. (Can you change the price when you select the item? Otherwise, you'll have to deduct the money manually.)
 
Probably a purchasing bug, I seem to recall there being some weirdness with getting custom spell items working, due to the various factors to them.
