In the vampire listing, they have DR 10/silver and magic. In HL 1.1 demo, they are granted DR 10/silver and DR 10/magic. A weapon has to be both silver and magic for the weapon to bypass the DR, not one or the other.

The way it's listed in the SRD is not clear and could be interpreted either way. Given you've already been through this with all the PCGen stuff, I assume you've gotten the official ruling. We'll get this corrected.
 
We've based it upon this line out of Types, Subtypes, and Special Abilities
A few other creatures require combinations of different types of attacks to overcome their damage reduction. A weapon must be both types to overcome this damage reduction. A weapon that is only one type is still subject to damage reduction.

So for the vamp, weapons have to be both silver and magic to bypass their DR. The MM (yes, I know its not OGC) does have specific examples in it to help.
