I downloaded a .user file and can't grasp how I am supposed to use it. I can open it with the editor, but would rather the file just add the options outside of the editor. How do I use it on a normal character?
 
drop it into C:\ProgramData\Hero Lab\data\pathfinder (or other appropriate game system folder) and hero lab will auto-incorporate it the next time you load the game system.

The individual items in the user file likely have a source. When you open hero lab you will have to activate the source (for example "Player's Guide") on the "configure your hero" screen when you start a new character.
