Unset Class Skills for a custom race

Hi!
may be a dumb question; I want to build my own race which has some Skills always as class skills, others are never class skills.
Setting skills to be Class Skills is easy, there is a dialog for that in HLEditor - but how can I tell the game that a skill is never a class skill regardless of the class chosen?
