Tribal Medicine Error

Trying to create a Shamman (have updated post 03/27/12 Deadlands file), but get a "Selection is not permitted" message when I select the Tribal Medicine skill. Which causes a cascading error for Fetish Creation Edge.

This a bug, or content that is not yet implemented?
