toughness bonuses not stacking

I created a hero with force field and chainmail armor. The toughness bonuses should add together but they are not stacking for some reason. See attachment.

In the Core Rules is specified that equipment based bonus to Toughness doesn't stack with bonus provided by powers (enhanced constitution is a possible exception to this rule).
