How would I go about checking a hero for all tool proficiencies, and if they have proficiency, increase it to expertise. I can easily pseudocode it, but the syntax is escaping me.

Code: 
 foreach (Tool Skill that I'm proficient in)
               give me expertise in that tool
            nexteach
