too many characters

with vampire counts 2000pts

is this a bug or is it not?

it says that i have too many characters if i create army with 4 heroes and 1 lord
it allows me to take only 3 heroes and 1 lord
 
oh there was section "total characters" in my army book and lords are counted as characters also so 4 characters are max for 2000pts so there is no bug for this bcoz 3heroes + 1 lord is 4 characters :P sry for my stupidity :( u can delete this post :F
