I had/have Version 3.1 and it took forever to get updates for new armies. I am considering purchasing 3.2, but I want to know that when Skaven(or other armies) comes out I won't have to wait for 6 months to be able to use the program for them? What is the timeframe on new armies for 3.2??
 
I think an update for Warhammer Fantasy came out pretty recently. As Mathias says, the data files are written by independent authors, so there aren't specific timescales for updates for them.

The data file authors usually wait at least a month after a new army book releases to release the files for a new army, to keep GW happy - that probably explains your wait for the new armies to be released.
