The "Sample Game System Authoring Kit"

I am creating a d20/D&D 5e system that will be more feat based instead of Class/Subclass Abilities based. I was hoping to use the "Sample Game System Authoring Kit" to do so since I am familiar with the Hero Labs editor. However, there are some things that are different that I would need to change in it; such as the Ability Score system for one. Is there a way for me to change that or is there a way for me to add my own system to Hero Labs?
 
Your choice depends on just how different your game is from the established files. You probably don't want to use the Authoring Kit... that's for creating completely new game systems from scratch/nothing. You would have to code every part of the game mechanics.
It will be much easier to modify an existing system... pick which ever is closest to what you want from d20 or 5E and make changes to that. Load the game system you want to start with, then Tools > Duplicate Game System, into a new folder and don't download all the additional packages or community files. You can hide or replace stuff you don't want and add in more feats or powers, etc.
