Tactical Console vs. Encounter Builder

I can not seem to launch the Tactical Console without being forced to go through the Encounter Builder. Still an option on the top menu (Ctl-T), but when it launches, the only option is to go through Encounter Builder. In the campaign, we already have all the party + "monsters" in portfolios by scenario.

How do I just go straight to the tactical console?

Encounter Builder is nice for random stuff, but hate to say you missed the mark on this one by forcing us to use it.
 
I'm sorry, I can't reproduce this issue. Once I have more than one character in the same portfolio (minions like familiars or animal companions don't count as extra characters in this case), I can select "Tactical Console" from the Gamemaster menu, and it launches in a new window.

Thank you for the clarification. With > 1 character this also works for me. You used to be able to launch with a single character and then import the others as needed.

With the max 4 licenses, we all keep our characters separate and then import as needed. I see we now need a "Party" portfolio as well to keep synchronized.

The Gamemaster Menu is where you access it. I believe it used to be named View before. Ctrl + T will bring it up as well.
