Sylvan Scimitar's extra damage?

"This +3 scimitar, when used outdoors in a temperate climate, grants its wielder the use of the Cleave feat and deals an extra 1d6 points of damage. "

Does that mean the extra 1d6 point of damage is ONLY applied when you cleave, or is it a 2D6 weapon? If its a 2D6 weapon, Hear Lab doesn't change it as such...
 
It's only a 2d6 weapon under specific circumstances. Therefore, it's up to the user to determine when those circumstances apply.
