Super Powers Companion - Total Power option

In the book it has an option called 'Total Power'. I do not see it listed in options for character creation. Am I just missing it? A friend is running a canpaign that all the players only get 15 Power Points. Help...
 
Use the Setting Adjustments to set that up. Have him use that to change the number of points characters get for taking the Super Powers Edge and attach it to a source that identifies his campaign. That way it will affect all the characters who select that source. If you want some help setting that up, let me know.

Does that require the use of the Development tools? If so, he is inept at computers and would likely mess up his data files...
