SR 5th ed. Suggestion: Toggle metagenetic qualities

Can a toggle to disable Metagenetic Qualities as advancements on a particular character be added somewhere? Browsing positive/negative qualities is sort of overwhelming when a huge amount of them aren't valid selections for non-SURGE characters.

Better yet, invalidating Metagenetic Qualities unless the character specifically takes the SURGE racial modification would probably be more effective. Then 'Only Valid Items' would be very useful and all the Metagenetics would be grayed out if 'Everything' were selected.
 
If they're not greyed out for non-changeling characters, that's a bug.
