There have been a few questions lately about patron sharing, and I had the same question when I started using it as well. It seems like they'd all be avoided by adding clarifying text to the patron sharing setting in the Campaign Settings.
There's a pretty clear line of text explaining what happens when content sharing is disabled, but nowhere does it explicitly state that when enabled the PCs must be GM owned. A pop up when that is enabled, or a symbol to click for more info, would likely reduce forum questions and support tickets asking why sharing isn't working.
Something as simple as PCs must be GM owned and Player controlled for players to use shared content would be enough.
