Starting Languages Known adjustment throws a warning

I am trying to add some local languages to the list my PCs know, which seems to be covered nicely by the Starting Languages Known adjustment. This adjustment, however, still seems to be governed by the INTmod rule for languages, which defeats the purpose of it being an adjustment.

Is there a way to add languages without having HL complain that I've exceeded my INTmod-based language total?

Sorry, not completely clear what you mean by this. Are you saying the adjustment isn't performing as you think it should? What are you expecting and how is the result differing from that expectation?

I just tried this and it works fine. I added the adjustment on the "Adjust" tab, then I deleted it and added it on the "Personal" tab. In both instances, it worked fine.

After you add the adjustment, make sure the box is checked so it's activated, and make sure you specify the number of languages. The default is 0, so if you just add the adjustment, nothing will happen. I changed it to two, and I was able to add two more languages with no validation errors.
 
Just a quick check as well. Are you sure the error isn't because they are languages that the race isn't allowed to pick as starting language?
