Stacking Wild Shape levels

I'm having some issues with a custom Druid PrC that trades caster levels for more Wild Shape options. Trying to stack levels for Wild Shape isn't going well.

I took a look at Battle Herald for an example, and it seems to just add the bard version of Inspire Courage at level 1 with no fancy scripting, so that's what I attempted to do with WS. "Use Own Level?" isn't checked on either WS or IC.

The character is getting the correct amount of daily Wild Shape uses, but the duration is based only on the PrC level. The form progression is stuck at Druid 6 level, even when I add the full 10 levels of PrC, so it isn't just overwriting.

Any ideas? Is there another example I should look at (I have the community set and many Paizo modules), maybe with stacking monk features?
