[SPC] Super Skills not implemented correctly

From the Super Power Companion:
Super skill grants you 2 points to increase your character’s skills
It is NOT a requirement that these points be spent on separate Skills; only that, for each PP spent, you get 2 bonus Skill Points that may be spent on any Skills. Currently, the implementation of Super Skills treats these the same as "leveling up" those Skills, which is incorrect.
 
There's nothing that prevents choosing the same skill in both drop downs, so it's doesn't require them to be spent on different Skills.

Also, after character creation has been locked, you can't use the points any more. This is set up to function both before and after that lock. Is there some distinction or side effect that I'm missing? The only difference is that it's not reflected in the point total for skill points spent.

OK, I can see that you can select the same Skill in both drop-downs. I guess that works, although it seems unclear.

However, I also noticed that you can't select NEW Skills when using Super Skills. You can only spend Super Skill Points on Skills you've already purchased with your basic Starting Skill Points. This contradicts how the Power itself is written (SPC, pg. 54):
[N]ew skills cost 2 points to buy at d4
