Space Wolves and Double Force Org

I was putting together a Space Wolves list at 2k points (with two Force Org Charts), and when I went to add in a second HQ, the error of "You must have 2-4 HQ choices" kept springing up. When I added in a third HQ, it rolled over to 2 choices.

Obviously, the list builder considers the second HQ choice as part of the first (since Wolves can take 2 per slot) but I'm under the impression that I can simply take 2 separate slots of a single HQ choice each if I'm trying to do a double-chart list.
