I'm creating a list and tried to add Vanguard Vets. All it will add is the Sergeant. It won't allow me to add any troops and I get the 'not enough in unit' error
 
You need to click on the "Vanguard Veteran Squad" line in the roster (it will be red so is easy to spot) and then click on the "Veteran" starred button in the options at the right to add a Vet. Use the same button to add more, or use the + button to increase the model count on a single line for identically equipped models.
