Sorting order within Available Allies Window?

Is anything responsible for the order within the available allies window? When used within the 40K files, the races are just spit out in a haphazard order which doesn't obey nominal alphabetical sorting. Does there have to be a priority number set or anything else which can allow an order to be introduced?

LATER EDIT: It looks like the order is based on how the race id is listed under the race tab. Is there a way that on order can be designed (such as with categories) or have the window used alphabetical order of the race name instead of the race id?
