Skeleton template and Tarry Demodand

When adding the Skeleton template to a Tarry Demodand, the program shows its new CR as 21...

However, the rules state a creature with 18HD should be CR 8. Is this a bug or am I missing something else entirely?

Also, it's listing the Fly speed as being available to the Skeleton Tarry Demodand...this is surely a bug.
