Hi

I do have a question about the Shrinking power and the permanent flaw.

Shouldn't permanent reduce the cos of shrinking ?

No. It starts as Sustained. Permanent is a +0 Flaw when applied to Sustained (essentially, it's +1 to make it Continuous and then -1 to make it Permanent.)
